Passport Issuance System for Department of Immigration, Tanzania

Ministry of Home Affairs of the United Republic of Tanzania based in Dar es Salaam comprises of six departments to
provide, Police Force, Prisons, Probation & Community, Immigration, Refugee and Fire & Rescue services. The main
responsibilities of the Department of Immigration Services (DOI) are to ensure that National security is highly
observed & maintained; facilitate entry, exit & stay of all immigrants/emigrants with a view of promoting
investments & tourism for National Socio-Economic Development; facilitate exit & entry of citizens travelling abroad
for both private & public affairs; conduct patrols & apprehend the undesirables for expulsing or other possible legal
measure and issue citizenship & other immigration related documents to immigrants like investors, tourists, experts,
missionaries, students, researched & others.
Business Situation
Department of Immigration Services was earlier using a passport printing system which was unstable, insecure and
vulnerable for counterfeit. The procedure followed to get a single passport was also very time consuming and was
also delayed due to bureaucracy and red tape. The average time taken for getting one passport completed & ready
for use was around one month which became the major drawback for the DOI to provide better services to the public
and ensure that National security is maintained properly.
In order to overcome this issue, DOI wanted to upgrade their existing passport issuance system to a secured & stable
passport issuance system. After evaluating Techno Brain credentials and propositions, DOI awarded this prestigious
contract to Techno Brain to provide secured passport issuance system.
Solution
Techno Brain performed a detailed system study and analysis of DOI’s existing passport issuance system and
proposed the implementation of its biometric based Passport Issuance Solution built on automatic fingerprint
identification (AFIS) / IRIS / face recognition technology. Techno Brain provided DOI with a single-step digital
passport & identity cards printing & issuance system and also with delivery, maintenance & support services.
Techno Brain installed a secured digital passport printing system at the centralized passport issuing offices of DOI. At
the central location, Techno Brain installed one-step MP-300 Passport Printers, work station, digital camera and live
fingerprint scanner for capturing photograph & verifying the fingerprints of the members. Techno Brain also
supplied DOI with computer hardware, software, accessories and consumables along with the installation and
implementation of new system.
Case Study
The passport printing process begins with automatic transfer of textual application data from the existing system to
the new system; automated photo, fingerprint & signature capturing and application form handling & automated
data entry. Once the members’ data is entered into the system, pigment transfer printing is done on thin & optically
active & protective holographic film along with ultraviolet printing of photograph & text at personalization stage.
Applying single-step printing process with the help of One-Step MP-300 Passport Printers made the production of
passports very easy, fast & at the same time secured. Finally a stringent data validation & verification process is
performed.
The new passport issuance system installed by Techno Brain at the centralized passport issuing offices of
Department of Immigration Services is fully operational and running successfully. Techno Brain also provided key
user & administrator training and technical & operational support post-implementation.
